Australian Border Force explains that imported goods are generally liable for duties and taxes unless an exemption or concession applies. The actual result begins with facts this page cannot discover: the tariff classification, customs value method, country of origin, preferential agreement requirements, importer status and whether the goods are prohibited, restricted, subject to dumping measures or covered by a concession.
The familiar idea that Australian customs duty is simply 5% is unsafe. A tariff line can have a different general rate, a free rate, a fixed or combined basis, or a preferential rate when origin requirements are satisfied. Enter the rate supported by the tariff and origin evidence. Use the other-duty field for a known dumping, countervailing or similar amount rather than blending it into the ordinary percentage.
Customs value is not always the credit-card amount
Customs value is a standardised Australian-dollar value determined under valuation rules. The transaction value method is common, but assists, royalties, commissions, related-party conditions, discounts, packing and other adjustments can affect it. International transport after the relevant export point may be treated differently from costs forming part of the price.
The first line converts the entered foreign goods amount at the entered AUD-per-foreign-unit rate. The adjustment field can increase or decrease that converted amount, but the resulting customs value must remain above zero. This is a transparent arithmetic control, not a valuation opinion.
ABF publishes customs exchange rates and rules for the applicable date. A bank, marketplace or card exchange rate can include a margin and may not be the customs rate. Preserve the commercial invoice, payment evidence, valuation calculation, applicable exchange rate and related-party information with the import record.
Import GST is based on VoTI, not goods value alone
ABF states that GST on a taxable importation is 10% of the value of the taxable importation. VoTI includes customs value, international transport and insurance to the place of consignment in Australia, customs duty and wine tax. The official Integrated Cargo System formula can also include dumping and countervailing duty amounts.
This page calculates VoTI as entered customs value plus ordinary and other duty, international transport, insurance and entered WET. It then applies either 10% or zero as the selected scenario. Zero is useful only when the importer has separately established an exemption or wants to isolate other costs; the calculator does not grant an exemption.
The ability to claim an import GST credit is a separate tax question. Registration, taxable importation, creditable purpose, documentation and attribution rules matter. The landed cash outlay includes all GST payable at clearance. The economic view subtracts only the percentage of GST recovery you enter, so cash timing and ultimate cost are both visible.
Low-value goods and supplier-collected GST need a separate check
Low-value imported goods can be affected by GST rules applying to overseas merchants, electronic distribution platforms or re-deliverers. GST may be collected at sale rather than at the border in relevant cases. Border treatment also depends on consignment value and whether alcohol, tobacco or other excluded categories are involved.
Do not enter supplier-collected GST again as border GST without checking the order and import documents. Conversely, do not assume a purchase below $1,000 can never produce duty, tax, reporting, biosecurity or permit obligations. Consignments can be combined in some circumstances and special goods have separate treatment.
Use the calculator for the border entry actually being modelled. Reconcile the marketplace invoice, Incoterm, transport document and customs declaration so taxes collected at checkout are not double-counted and costs paid by the seller are not omitted.
Government charges and commercial clearance costs are different
The import processing charge is a government charge associated with an import declaration and depends on declaration type, value and lodgment method. Biosecurity agencies can charge for inspection, assessment, treatment, storage or other services. Rates and circumstances change, so this page leaves them as entered dollar amounts.
A customs broker or freight forwarder can charge clearance, disbursement, document, terminal, handling and communication fees. Local transport, demurrage and storage can dwarf duty when documents or permits are late. Quotes should state which charges are included, which are pass-throughs and whether GST is added.
Incoterms allocate tasks, cost and risk between buyer and seller but do not replace customs law. A delivered price may include freight or duty without showing the underlying customs value. Request a line-item landed quote and verify who is importer of record.
Restrictions and biosecurity can stop the shipment before price matters
A product can be inexpensive to import yet legally difficult to release. Food, plant material, timber, animal products, chemicals, medicines, weapons, cultural material and goods bearing protected marks can require permits, treatment, declarations or agency approval. The Australian Biosecurity Import Conditions system should be checked before dispatch, not after a container reaches a terminal.
Inspection and treatment costs are uncertain until an agency assesses documents and cargo. The allowance field is therefore a scenario amount only. Test a delay case that includes storage, reinspection and local transport. A zero allowance is reasonable only when the importer has checked the commodity and is consciously modelling no intervention.
Commercial invoices should describe goods accurately enough to support classification and valuation. Packing lists need quantities, weights and packaging detail. Country-of-origin evidence must meet the relevant agreement, not merely state where the seller is located. If a licence or permit is needed, confirm who holds it and whether it must exist before export. These controls can determine whether goods may enter at all; no landed-cost arithmetic can cure missing authority.

Divide landed cost by units only when units are economically comparable. A mixed shipment should allocate freight, duty and fixed clearance costs using a defensible method such as weight, volume, customs value or direct attribution. One average can distort margins between light expensive products and bulky low-value products.
Before pricing resale, add domestic warehousing, payment fees, returns, damage, warranty, marketing and business overhead. If import GST is recoverable, separate the cash-flow requirement from long-run cost. Retest when exchange rates or freight quotes move, because both can materially alter per-unit economics.
Australian import duty questions
Is customs duty always 5% in Australia?
No. The rate depends on tariff classification, origin and concessions, and some measures add other duty. Enter the rate supported by the actual goods.
Is GST calculated only on the purchase price?
No. Import GST generally uses VoTI, which includes customs value plus specified transport, insurance, duty and wine tax components.
Can I use my credit-card exchange rate?
Not automatically. Customs value must use the exchange rate and date treatment prescribed for customs purposes.
Does a shipment under $1,000 avoid every charge?
No. Low-value GST rules, special goods, supplier collection, biosecurity, restrictions and commercial fees still require checking.
Can a business recover import GST?
It may be entitled to a credit when legal requirements and records are satisfied. The recovery input models cash economics but does not establish entitlement.
Does landed cost include domestic selling overhead?
No. It ends with entered local delivery, storage and border-related costs. Add warehousing, sales, returns and general overhead separately.
