The general Australian citizenship residence requirement

The Department of Home Affairs states that a person applying for citizenship by conferral under the general residence requirement must have lived in Australia on a valid visa for the four years immediately before applying. The person must have held a permanent visa or Special Category subclass 444 visa for the last 12 months immediately before applying.

Absences are tested within those same rolling windows. The applicant must not have been absent from Australia for more than 12 months in total during the preceding four years, including no more than 90 days in total during the 12 months immediately before application.

This calculator shows the first two duration tests using calendar anniversaries. For absence screening, it compares the user-entered four-year total with 365 days as a conservative numeric representation of 12 months and compares the final-year total with 90 days. Home Affairs uses exact dates and its records, so the official Residence Calculator and application assessment control.

Passing all four boxes does not establish eligibility. The tool does not verify that every day was covered by a valid visa, that the entered permanent-residence date is legally correct, that absences have been counted under the Department’s method or that another citizenship requirement is satisfied.

Use the official Residence Calculator before lodging. Home Affairs asks for exact lawful residence, permanent residence, intended lodgement and travel dates. Its online result is still a guide only; the Department assesses information held in its systems when the application is lodged.

Choose the correct residence dates

Lawful residence

Do not automatically use the first day you ever visited Australia. The general test concerns living in Australia on a valid Australian visa during the relevant four-year period. Visa gaps, unlawful status, removal or deportation and the timing of arrival can matter. Review visa grant notices, entry records and Home Affairs guidance.

Permanent residence

Home Affairs explains that permanent residence generally starts when a permanent visa is granted while the person is in Australia, or when the person first enters Australia on that permanent visa. A visa label, application date, nomination date or approval in principle may not be the correct start date.

Special Category visa holders

New Zealand citizens holding an SCV are considered permanent residents for citizenship purposes, but special commencement rules apply. For certain SCV holders, Home Affairs treats permanent residence as beginning on 1 July 2022; people first granted an SCV on or after that date can have a different commencement. The Department also publishes separate treatment for some New Zealand stream Skilled Independent subclass 189 visa holders and family members.

Because these rules depend on visa history and dates, enter only the citizenship-effective permanent residence date after checking the current Home Affairs page. The calculator does not backdate it automatically. It also does not determine how time outside Australia affects SCV status, though Home Affairs notes continuing treatment in specified circumstances where an SCV was held immediately before departure.

Count travel in rolling windows

Residence is tested immediately before the intended application day, so the four-year and 12-month windows move whenever the lodgement date changes. A trip can fall entirely within both windows, partly within a window or outside one. Reusing totals from an earlier proposed date can therefore be wrong.

List every departure and arrival using official movement records and passports where available. Enter exact travel in the Home Affairs calculator. Avoid estimating “about three months” because the final-year threshold is expressed in days and boundary dates matter.

The final 12-month absence total is part of the four-year total, not an additional allowance. A person with 80 days away in the final year and another 310 days during the earlier three years would be within the 90-day final-year screen but above the 365-day screen used here. Both tests must pass.

Postponing an application can cause older absence days to leave the four-year window, but planned or completed newer travel can enter the final-year window. There is no safe universal delay period. Model the exact proposed lodgement date with the official tool and leave a practical buffer if future travel is possible.

Exemptions, discretions and special residence

Home Affairs publishes exemptions and special circumstances that can alter how residence is treated. Examples can involve certain former Australian citizens, people born in Papua in specified circumstances, service in the Australian Defence Force, work requiring regular overseas travel, a spouse or partner relationship with an Australian citizen and other statutory categories. Each pathway has exact conditions and documentary requirements.

There are also special residence requirements for some applicants engaged in particular activities or work of benefit to Australia, and for certain crew members. These are not simply shorter versions of the general calculator. They can involve physical presence for specified periods, qualifying activity and additional evidence.

Children under 16 do not need to meet the general residence requirement according to the Home Affairs permanent-resident citizenship page, although they must meet the applicable pathway requirements. Applicants aged 16 or 17, adults with an incapacity or impairment, and people 60 or older have tailored pages. Use the page matching the applicant rather than assuming the standard adult pathway.

This calculator deliberately does not offer an “exemption” switch. A checkbox would imply a legal conclusion without the facts and evidence. If a general gate fails, read the official eligibility page and obtain immigration or legal assistance where necessary.

Residence is only one part of citizenship eligibility

An applicant generally must be a permanent resident or eligible SCV holder at application and decision, satisfy identity requirements and meet good character requirements where applicable. Many applicants must sit a citizenship test and demonstrate basic English and knowledge of Australia, although age and other exemptions can apply.

Home Affairs can request overseas penal clearance certificates. Its character guidance identifies circumstances involving time overseas, permanent-visa status and periods in a country. New Zealand citizen SCV applicants have particular instructions. Read the current character page rather than inferring document requirements from the absence limits in this calculator.

Approval does not itself complete citizenship for every applicant. Many people must make the Australian Citizenship Pledge at a ceremony. Processing time, requests for information and ceremony scheduling are separate from the earliest residence date. Do not book non-refundable travel or rely on a future passport date solely from this screening.

Fees, forms and supporting-document lists can change. Use the Home Affairs account and official pages when preparing the application. Keep visa notices, passports, travel history, identity documents, address evidence and any documents supporting a discretion or exemption.

Interpret the anniversary and gate results

The time-based anniversary is the later of the four-year lawful-residence anniversary and the one-year permanent-residence anniversary. If the intended application date is before it, at least one duration gate fails. The date says nothing about whether absences, visa continuity or special commencement rules will permit lodgement then.

A green absence gate only means the entered total is within the calculator’s numeric screen. It does not confirm that the total was derived correctly. A review gate means the general screen is exceeded; it does not determine whether a statutory discretion, exemption or later date can help.

Run a second scenario for any alternative application date, recalculate travel in both rolling windows and compare. Record the inputs so the reason for postponing is clear. As the proposed date approaches, perform the official calculation again because every new day and trip can change the windows.

The safest result wording is “appears to pass this general screening using the entered information,” never “eligible for citizenship.” The Department remains the decision-maker.
